Types of Rules

  • No Touch means the rule itself can't be touched by the Commissioner at all. Only the Council has the ability to alter this type of rule with a unanimous vote. Every "No Touch" rule will be followed with a simple (No Touch) at the end. The Commissioner can create "No Touch" rules, but cannot change them once they have been created. (No Touch)
  • Fall Out means the rule cannot be overruled by the Council. A "Fall Out" rule will be followed by a (Fall Out) at the end. Only the MTO Commissioner can touch these rules. (Fall Out)
  • Specialty are rules that can only be changed or deleted by a unanimous vote of the council and agreement of the MTO Commissioner. These rules will be followed by a (Specialty) at the end. (Lockdown)
  • Invincible rules are the rarest ones, but the most important vital rules that must not be corrupted will go under this tag. They will be followed by a (Invincible) at the end. Invincible means that there is no way possible to change the rule. The one exception to this absolute invincible rule is the Achilles heal. if the organization were to be completely redone these rules could change.(Lockdown)
  • A Lockdown is a complete lockdown on a rule that makes it impossible to touch. Even if the organization were to be completly redone lockdown rules would stay in place because they are considered the foundation for MTO and losing them would result in MTO no longer being MTO. Lockdown rules are marked with a (Lockdown) at the end. (Lockdown)

 

Rules of the MTHL

  • Andrew Morrison is the MTHL Commissioner as of now.
  • The MTO Commissioner is the final say. As always.(Fall Out)
  • The appointed MTHL Commissioners have the first immediate say of processing a trade. Either commissioner can process a trade with final approval. The trades do not have to run through the MTO Commissioner, but if the MTO Commissioner sees something he believes should be changed or done he can do it.
  • It is not required to have two MTHL Commissioners, but is possible. The two Co-Commissioners have equal power in the MTHL. Either commissioner can be thrown over by a majority Council vote. The commissioner being voted on cannot vote and the MTO Commissioner will vote in place of that commissioner on the council.
  • When the MTHL Commissioner changes hands only the prior MTHL Commissioner can pick the new Commissioner. Of course with the exception of the MTO Commissioner. However, he is not expected to pick the new Commissioner if the old Commissioner is compliant.
  • In the case of two commissioners retiring at once they both must come to an agreement on a replacement or two replacements.
  • No more than two commissioners will be allowed at once in the MTHL.
  • In the event of one Commissioner retiring and one staying the one staying will assume complete control and will not be provided another Co-Commissioner unless the MTO Commissioner sees it as suitable.
  • In the event of a trade the owner's of the teams involved in the trades must both agree whether it be in the MTL or MTHL and in the MTL the MTO Commissioner MUST give final approval for it to go through, or a unanimous vote of the council can put the trade through. In the MTHL either of the MTHL Commissioner's must give their final approval or a majority vote on the council. If need be the MTO Commissioner can force any trade to go through, but he is not aloud to until he researches the trade and finds out if the trade truly is fair and the MTHL Commissioners are being unfair.
  • If the MTHL Commissioner's are being unfair any member of the MTO Council can launch an investigation on the fairness that could end in the termination of a Commissioner.
  • If a MTHL Commissioner is fired he is not terminated from his position on the MTO Council if he holds one.
  • It is traditional but not required that a MTHL Commissioner also holds a spot on the MTO Council.

 

Rules of Power

  • The MTO Commissioner has ABSOLUTE control over all happenings involving MTO and/or MTL. With the four exceptions, the "No Touch" rules, the "Specialty" rules, the "Lockdown"and the "Invincible" rules.(Fall Out)
  • The MTO Commissioner is the only one that can authorize a complete Lockdown on a rule, but must offer a reasonable reason.(Fall Out)
  • The MTO Commissioner cannot be fired by anybody. The only way an MTO Commissioner can leave his position is by a unanimous agreement vote from the council and the resignation from the Commissioner himself.
  • The Council must have a minimum of three members at a time.
  • Any member of the council can be fired by the Commissioner or majority vote from the council.
  • A member can only be added to the council by the Commissioner's approval.
  • There is no maximum number of members allowed on the council.
  • All members of MTO must be under contract. This includes the MTO Commissioner.(Specialty)
  • In order to change Commissioner's the old Commissioner must sign off on the first contract for the new Commissioner then the new Commissioner can sign his own contracts and all he needs is a witness when he re-signs.(Fall Out)
  • Only the MTO Commissioner has the ability to create, approve, and update contracts.
  • The MTO Council is a leveling branch of MTO which has the ability to suggest things to better MTO for the general population at the Madden Tournaments. They have powers, but the Commissioner can overrule any decision or movement made by the Council (which rarely happens), but there are a few exceptions.
  • The Council can control, without the Commissioner's interference, the "No Touch" rule.(No Touch)
  • Powers of the MTO Council include the ability to alter any rule that does not have a limitation by it. The rule can be altered, deleted, or changed by a majority vote.
  • By a unanimous vote on the Council any rule can be added.
  • With a unanimous vote by the council any rule created by the commissioner can be made into a (No Touch), (Specialty), (Fall Out), or (Invincible) rule.(Fall Out)
  • A rule made by the council must be in place for fifteen days before it can be voted on to have a special lockdown on it.(Invincible)
  • The Council may not authorize a complete Lockdown of a rule. Only the MTO Commissioner has that right(Invincible)
  • The Commissioner can change, and/or delete any rule that is not protected by the "No Touch", "Invincible", "Specialty", or "Lockdown"(Fall Out)
  • The Commissioner can add any rule he wants and add any protection rule to it.(Fall Out)

 

Rules of Play

  •  All players are expected to participate in a sportsmanlike manner with good sportsmanship. Any members executing poor sportsmanship will start out their next game with a ten point deficit.
  • Any player caught cheating will automatically lose the game they were cheating in. If they were cheating for another player then their next game will be forfeited automatically. If any player encourages and/or helps in the cheating process that person is just as liable.
  • The number one rule at MTO that is why we do everything that we do. Have fun! We are centered around the idea that nothing is simple. We dig deep into the details and depth of the program. We join our ideas into unison. The Commissioner's job is to organize all these ideas into an orderly fashion and make it all run smoothly with more excitement and anticipation than ever before. In the end the main idea is to give the players a sense of joy and accomplishment.(Lockdown)
